Why won't one of many images save at the same size?


i'm experienced ps user/commercial photographer, doing work without big issues. i've experienced weird anomaly in prepping images website and wonder if can figure out must overlooking?  after making color/tone/compositing edits on each image, run them through series of droplets, variously flatten, sharpen, size, change color profiles , on. these self-made droplets save me lots of time , effort, , have worked years. end result each image should srgb jpeg fits page dimensions of site, @ size optimized minimal degradation , quick loading. these images should weigh in anywhere 250 560 kb, , without exception, have. until now. before go last droplet (which save them jpegs @ quality level) flattened tiffs, same pixel dimensions. final jpegs vary little in size, based on complexity of each image, one, single image winds @ 2.1 mb - more 5 or 6 times size of other images.  i've gone , looked @ image @ each stage of development, , cannot life of me see how differs mates, or why won't save @ 400 kb or so.  there no saved channel in psd, nor else can think of might have missed. ideas?

one reason complexity of image  -- difference in neighboring pixels -- affect compressed image size. example, 8x10 scribble produces jpeg ten times size of white page.
