PSE 14 - Removing the background when image has flowing hair?

when cut background photos of collies in pse 9, loses of hair ends along image outline.  have seen video tutorials in ps show nice background removal around image flowing hair can same done in later versions of pse?  cannot use cloud version of software internet connection slow looking buy version of software installed on pc allow me nice cutouts of collies without cutting ends of flowing hair.  there version of ps available can installed on pc?  not need or want whole suite, photo editor.  recommend?

off-topic not how adobe cloud software works.

 

adobe cloud software (photoshop cc etc) still downloaded, installed , run on local pc has done.

 

the cloud part in licensing , occasional software updates.

 

photoshop cc can run 99 days without internet connection. need occasional background license check (takes seconds , transparent you) on internet confirm date payments.

 

software updates can done whenever choose. can leave months without updating although running updated software recommended.

 

that's internet requirements.

After Effects: could not find dvaeve_dialogs.txt

hello,   i getting error message when trying launch application:   after effects warning: file 'c:\program files\adobe\adobe after effects cs6 \supportfiles\dvaeve_dialogs.txt' not found.   the application working fine without issues until today. there has been no system changes on computer either.   any ideas on how resolve issue?   thank reinstall prgram.   mylenium More discussions in After Effects adobe
