Fill Tool - 8bit mode - Incorrect Colour

i've been playing time , think bug, appears occur in 8bit colour mode think.

 

if select fill tool, click on colour swatch , fill area of image, doesn't fill correct colour. if use eye dropper tool on filled area, it's off supposed be.  (blend mode normal, opacity 100% way.)

 

if use paintbrush tool paints correct colour, select fill tool , fill area, without changing foreground colour, fills different colour 1 coming out of paint brush same colour.

 

at first thought had document colour settings wrong, disparity between fill tool , pain brush proves not case.

 

what discovered occurs when colour swatch has been clicked in order load colour.  if open colour picker panel , manually type in rgb values , hit return, fill tool fill correct colour. if click swatch same colour typed in, appears if nothing has changed, fill tool fill different colour.

 

so appears wrong colour values loaded fill tool when swatch clicked in 8bit mode.

i'm not getting this, can show screen shot bucket tool selected?
