Moving and transforming selected art

i have scanned watercolour painting. painting has 5 different pieces of art want able use separately within new art work. corner flower bouquets example.

 

i make selection lasso tool, bring new document, have new document 1 of pieces of art on new layer.

 

the problem i'm having selecting piece of art in order transform, rotate, resize etc. i've tried converting smart object doesn't seem work. if able provide instructions on how isolate on section of scanned image use freely helpful!

 

i have applied mask art works layer make background transparent.

 

any appreciated!

make sure layer in new document not background layer. (the layer background padlock side of it)

if can drag padlock trash can convert normal layer. transparency, layer styles, etc. work.

if not case, please capture entire screen layers panel open , collapsed layers expanded.
