we using adobe edge quite time  develop html5 animations on mobiles , seems  adobe edge cannot licensed today unless have 'all apps' creative cloud license adobe. stated in adobe edge discontinued, merged animate, dreamweaver

a. edge animate has different code base adobe animate. however, core use case of exporting html5/css/javascript based animation addressed  in adobe animate cc product. said, edge animate written ground html centric product , animate cc rewrite/upgrade of core flash professional product. in many ways, makes more powerful, @ expense of more complex product , challenging learning curve. similarly, things edge animate made easy (such responsive animation designs) little harder in animate cc, still possible. in nutshell, answer both of above questions primarily, yes, , yes.
