Photoshop 20160133.r.355 x64-Massive delay using any path function in Windows 10

i'm experiencing massive delay when using path tools in 'photoshop 20160133.r.355 x64'. can see specs below.

 

if open 8x10-300dpi file , click draw box 'rectangle tool' takes 10-seconds box appear. spinning icon during wait. subsequent boxes, takes 5-6 seconds. select different path takes 5-6 seconds. crippling event. photoshop not crash, stalls. other raster tasks seems ok, until touch vector.

 

i've tried turning off gpu features , restarted ps had no effect. opened ps deleting preferences, no effect. i've reinstalled ps, no effect. 

 

i've tried same tasks in 'photoshop 20141204.r.310 x64' , has no problem performing normally. therefore, don't believe global issue on machine. believe problem latest version of photoshop.

xeon e5-2650-v3 dual processor, dual hydro h80i cpu chiller, 64 gb ddr4 ram,

quadro k5200 display adapter, wacom cintiq 13hd.

for clarity's sake, use "2015.1.2 release" instead of other string; they're same thing.

 

i tried repro on install. drawing rectangular path (using rectangle tool) on 8.5" x 11" inch, 300 dpi document instantaneous. i'm using nvidia gtx 950 plain-vanilla monitor rather cintiq.

 

might display driver exploiting latest version. using latest drivers? had driver release last week particular family of gpus. (and have contacted nvidia let them know? of drivers creating havoc illustrator cc until got cleared recently.)
