Implementing tiled images and animations

hello!

 

let me begin saying novice @ web design. have tiny bit of experience developing web pages basic (and limited) understanding of html , css. i've dabbled lightly programing in general, lack in depth knowledge or experience. i'm illustrator , animator needs rebuild website ground up, don't want take short cuts. i'd learn develop website in dreamweaver.

 

i've begun study, research, , practice putting basic pages. drafted wireframes , have general idea of content of each page be. i'd ask community guidance , advice me reach particular goal. below image explain i'm aiming towards, followed explanation.

 

 

the above image represents 1 of several pages aiming create. not of pages this, i've chosen develop 1 first because complicated page, therefore i'd tackle head on me learn.

 

the basic idea have tiled background animated content layered on tiled pattern. ideally implement several tiled sprites keep pattern being repetitive, i'll keep simple , tile single image. animated assets gifs, unless suggest alternative solution. clarify, animated assets frame-by-frame traditionally animated content need match positioning of various tiles. animations need have transparency, , ideally animate @ different times. animate in photoshop , after effects, i'll happily animate in else (such animate cc or edge animate) if provide me appropriate tools , solutions.

 

if more advanced, include element of interactivity. along lines of having animated assets change or animate based on mouse position. won't entertain notion. i'd keep things relatively simple since experience limited.

 

what i'm asking guidance or advice may useful in helping me reaching goal of completing single page. i'm hoping that, in creating page, i'll learn lot along way , make strong progress towards being able complete website whole. help, unsure of best methodology employ in situation.
