Photoshop: Black brush tool covers layers above it

the main drawing , colour on layer 2 show issue, did black 2 layers below that. can see, black covers , darker colour on brush, more covers higher layers. if use lighter colour, it'll opaque still cover , white stays on current layer.

 

i have no idea how fix , it's applying document. tried moving layer different document effect still same. i've singled down there's still unfamiliar territory, i'm not sure should go here.

the visible layer has opacity of 100% , blending mode of normal. check other layers. layers can changed after fact.

 

your current brush has opacity of 100% , blending mode of normal. changing either cause situation paint.

 

check layers first.

 

then try painting different opacities , blending modes test see how works. on new layer can trash it.
