Controlling text vertical justification with styles (or similar)

i'm laying out 450 page document divided 20 separate chapters. each of chapters subdivided sections , each section starts heading includes page break. means sections end few paragraphs of text on otherwise empty page.

where pages close full of text i'd set vertical justification "justify" leading/paragraph spacing adjusted put top , bottom lines in uniform positions.

is there way of doing automatically , not having manually turn setting "align: top" on pages without text? (and in setting looks ridiculous?)

(i'm working wanting able make changes content re-importing text future versions without having manually change settings on every frame each time if there major changes in length of text etc).

thanks if can help!

here's a review of native indesign options (which boil down using keep options, , turning on vertical justification).

harbs wrote "proper vertical justification" plugin looks nice; i've never used it, , not connected in-tools.com (besides having purchased products).

i deal "major changes in length of text" on daily basis, due text expansion or compression in translation. best way that, in experience, style of text frames object style, , use keep options judiciously. @ minimum, make 2 object styles - 1 "body" text , 1 "last page" text aligned top.that way, can insert/remove pages in middle of chapter, , won't need access text frame options @ all.
