Thumbnails suddenly not showing on media import

i using premier elements organizer 13, os windows 10.  have quit getting thumbnails video files after importing.  have checked settings under edit>preferences>files...  box automatically generating thumbnails checked.  recent development.  have removed files catalog , re-imported them, same results.   these file types have imported many times using current version , previous version of program.   have uninstalled program , reinstalled same results.

 

one other thing, when select files create project, thumbnails present in media selector project.
