Creative Cloud Libraries error: %dl_libraries_panel_name_cc

hello, have big problem creative cloud libraries. in last few days, has happened in apps i've tried (ps, id, ai).

 

the libraries panel blank, no error message or anything, , in window menu listed %dl_libraries_panel_name_cc.

 

see yourselves.
