Adobe premiere pro CC blinking "start" before using

recently downloaded newest premiere pro cc,but everytime when try open it,this "start" thing pop on top of software keeps blinking black , white. after tried close it,it pop again instantly,so cant use adobe premiere pro cc. tried redownload software thrice , system new no issue.still problem exists everytime open it.

i"d recommend using adobe cc cleaner tool uninstall , re-install prpro. not seen before ...

and ... although instructions uninstall system (os) uninstaller, recommend using adobe cc cleaner tool both uninstall , cleanup of prpro bits & pieces ... works full thing out.

 

and ... shall hope gets going ...
