Which program do you design documents that include form fields?

i learning creating documents scratch in acrobat dc has challenges such text pagination.  livecycle requires reader extensions expensive small business.

 

i hear everyone:  program prefer design documents scratch include form fields?

forms created in livecycle designer not required enabled livecycle reader extensions. said in 1 of posts, can enabled xfa forms acrobat, , if use acrobat dc, there aren't same licensing restrictions there previous versions of acrobat.

 

i use indesign exclusively. allows include interactive form fields, there number of bugs , non-standard behavior fields when form exported pdf. it's difficult update form if need edit fields in acrobat after exporting indesign, need since can't set of field properties , actions in indesign.
