CS4 Extended does not open - just shows Error message 148:3

i have used cs4 many years no problems , last week.  today tried open , got stand alone error message suggesting contact adobe support , quote error 148:3.  have full screen shot (in pdf or doc cannot make jpg) refers licensing issue.  checked on line , have data registration of product (photoshop cs4 extended) in january (17th) 2010.  have receipt , key code.

 

the support group referred me forums means message should re-written point people in right direction.

 

i need resolve issue quickly.  why cs4 not open when did last week.??
