Playback choppy and double speed?

first post, sorry if miss format guidelines.

 

i have been editing project of 29.7fps h.264 files few days, , today playback wouldn't output sound, incredibly choppy, , seems @ x2 speed. not due of j,k, or l keyboard commands, have no clue why happening, occurred randomly in middle of basic linear editing. imported h.264 same frame rate , quality rest of project , began. after deleting h.264 , seeing no improvement, tried opening old (and blank) project, both of had identical playback issues. restarted computer (including unplugging entirely), , reinstalling premiere. glitch odd since cc has worked flawlessly months on device.

 

any thoughts on why might happening?

 

details:
as reinstalled premiere cc, running newest version.

32gb ram

intel core i7

evga gtx 970 graphics card

 

(note: monitoring status of computer during playback, there no unusual spike in ram usage, there 8% increase in cpu 3% ~11%)

what source video files?

is captured application or did use smartphone?
