anchor links jump to line below line I am targeting?

hi,

 

anchor link jumps line below line targeting. sticky nav header with:

<div class="collapse navbar-collapse" id="bs-example-navbar-collapse-1">

                <ul class="nav navbar-nav">

                    <li>

                        <a href="#one">link 1</a>

                    </li>

                    <li>

                        <a href="#two">link 2</a>

                    </li>

                    <li>

                        <a href="#three">link 3</a>

                    </li>

                </ul>

            </div>

 

in body:

<h2 class="custom-styling"><a name="one">link 1:</a></h2>

 

and...

<button class="accordion"><strong><a name="two">link 2</a></strong></button>

so on...

 

how can fix that?

with info given, should work, though named anchors have fallen out of favor in html, browsers still see them correctly.

 

there must else going on page.

 

could post link can see in our browsers?
