Premiere Elements 12 Editor will not open in Windows 10

i have uninstalled , reinstalled using adobe guidance without success.  when click on editor , select either new or existing project, progress bar moves extended period before timing-out.  new hp spectre x360 4185nr running win 10 home version 1511 os build 10586.218.

 

i had same problem on previous sony vaio running win 7 professional, , thought hardware incompatibility.  wonder if adobe photoshop & premiere elements dvd purchased may have software defect.  can download premiere elements 12 , try installing it?

i contact customer care - elements things sorted.

Sizing images of multiple resolutions for print on a page of one resolution

this may basic photoshop question betrays lack of experience digital workspace, i'd know how lay out multiple images of varying resolutions on 300 ppi page intended print.   say have 3 images: 1 300 ppi, 3 x 4 inches,  4 x 5 inches, 900 ppi , third 4 x 5 inches, 600 ppi.   i've created single page 300 ppi, 8 x 10 inches. images fit, physical size. when drop 600 ppi , 900 ppi images page, blow twice , 3 times space, spoiling efforts lay them out. similarly, if cut ppi on higher-ppi images 300, blow well.   the possible option see might work resample/bicubic automatic. wouldn't reduce quality of image?   thanks! an image file single file no matter how many layers , images , image sizes  in there 1 resolution 1 resolution layers  , images have same resolution setting current resolution set document or file.   you can process image file , save out files have different resolution , different image size open image.  batch using photoshop  im...

i trying re-install adobe illustrator cs6 on new machine users old machine being retired. when enter serial no invalid message. i work ministry of transportation, ontario , purchased volume licensing. make things better, original person deployed doesn't work here anymore. have following if needed:   order number end user purchase number reseller purchase order number agreement number   please help chris for licencing issues have contact adobe support directly no 1 in forum can or here.
