Photoshop Elements 14 Runs so Slow as to be Unusable

recently upgraded element 13 14.  have 98,000 photos in catalog.  running on toshiba tecra z40-b i7 5600u cpu running @ 2.6 ghz 16 g of ram.  program , catalog on 500 gb ssd in machine.  actual picture files on seagate usb 3.0 drive.  photoshop reports following:

on task manager elements typically using 35% of cpu , 3 4 gb of memory , no other program running.  facial recognition progresses @ 1 2% per day when running application (currently 71%).  real problem when facial recognition turned off takes between 15 sec , 1 minute or more move 1 picture next. if try while circle spinning, program unresponsive dialog box.  seems unreasonable modern program.  doing wrong , how fix?
