Move tool in Actions?

i'm using cs3 action on record dragging image onto background layer when play in actions box appears "the command move not available" continues or stop? , action not work. i've noticed there no play icon in actions next select document (drag tool) , can find way activate or make work?  suggestions? thanks

hello, should check action better reply. way, action records name of layer well, if new file doesn't have same name of 1 in made action, not work since photoshop doesn't find elements moved. check if can reason why doesn't work.
