then let me start @ top. of stuff see drawn on frame @ time using paint tools. second shot can done using mask (drawn hand) , scribble effect added. bottom expansion or animation of mask. there no automatic way source footage footage in video.

one more thing. each shot paint effect should separate composition. you'll go nuts trying put 2 , half minute video hundred or shots in single comp. no professional work way. if project pick frames wanted paint in shot , make comp. iow, second example, lasts 20 frames how long comp be, cut rest of shot. there no need roto or paint on frames not going use.
