Make a giant eyeball blink in PE 11

so, have couple of vague ideas may overly complicated make if eyeball either blink or shift @ subject.   there simple way achieve i'm overlooking?

there no simple way. if video motion in , if shot camera wasn't locked down tripod.

 

if still photo, may able cut eyeball out of picture , place on separate video track can animated separately background.

 

but, say, if handheld shot , there's motion in shot, difficult without advanced special effects program after effects.
