Can't reach controls on panels

i started using 2 displays - macbook pro , asus.  running ps cc , moving items , forth between 2 not able move.  when tried drag panels other display moved higher on screen no longer move other display.  in mean time panels pushed way , can't reach top controls resize or move it.  tried turning off , on stays same.  how can these?  thanks!

i windows user , not familiar how macs dual displays, sounds bit system not configured position of displays.  can select screen , drag position, when move cursor right, moves screen 2 onto screen three.  if screens configured way, physical positions different, confusing because cursor not appear obey mouse.

so first of all, turn off second display can see panels, , reset workspace.

then turn second screen on again after making sure physical , operating system agree on position.

then arrange panels, , save new workspace.

 

don't forget can save custom keyboard shortcuts, , custom toolbar configurations in custom workspaces.  cool , useful feature.
