What's the lowest Broadband Speed Creative Cloud can work with?

i'm looking @ purchasing new property in uk. i've been told best broadband speed house can access 15-20mbps.

i'm going working home fair bit, can tell me if slow use cc applications? also, if slow, can use cc in offline mode?
and work effectively?

i use photoshop, illustrator , indesign cc applications.

that speed fine, after initial download, internet required activation, monthly check can extended upto 90 days!

the software installed , run computer, not cloud.
