Cannot see the 3 break points when previewing on Web

hello,

 

when try preview course on web, using preview slide, not see 3 break points (desktop, tablet , mobile).

i tried narrow down, , think what's causing attached pdf have on master slides.

 

when preview pdf, it's previewing in location, such as  file:///c:users/jfrapp ....  opposed when preview without pdf, it's previewing localhost:2909 ....

 

i've never encountered issue before - attached pdf course.

 

any suggestions on how make work?

using captivate 9, responsive course.

upload published project web , test there.  never trust locally testing html5.
